Mayor Chris Boswell and City Manager Dan Serna accepted the receptacle on behalf of the community. This indoor, custom-made dropbox will be housed in the Harlingen City Hall lobby.<\/p>\n\n\n\n<p>Pilcher built the flag retirement receptacle for his Eagle Scout community service project. This Boy Scout first had to raise the funds to build the receptacle. Then he assembled a team to build and paint it.
